In this inaugural report, Gartner® evaluated providers across 10 critical capabilities, and 3 key functional Use Cases including Core Financials, Utility Billing Administration, and Citizen Portal and Constituent Support. What we believe is significant isn’t just vendor placement; it’s how these criteria reflect the day-to-day realities of modern government.
